2025 agenda: a public policy platform

Our mission is to advance every member’s business potential, connections, and capabilities in the construction industry across Texas, through advocacy, resources, and training programs, creating economic growth.

RHCA’s legislative agenda for the Texas 89th Legislature aims to identify and prioritize key legislative issues.

Our proactive approach allows us to draft effective legislation, propose amendments, and create a targeted list of actionable legislative initiatives. Public policy and legislative affairs play a large role in our service to our members, and we will continue to collaborate with elected officials at the local, state, and federal levels to resolve public and private industry issues.

    Workforce development and labor

    Support workforce training programs through state agencies, including education that expands careers in architecture, engineering, and construction.

    Safety

    Support state-backed construction safety programs that provide essential training to improve jobsite standards and protect workers.

    Economic development

    Promote policies and initiatives that maintain, enhance, and stimulate sustainable economic growth and business expansion across Texas.

  1. April 29: United Voices

    RHCA partners with the Greater Dallas Hispanic Chamber of Commerce, Asian American Contractors & Professionals, Dallas Black Chamber of Commerce, and the DFW Minority Suppliers to discuss current legislation.

  2. RHCA President & CEO testifying at the Capitol

    John H. Martinez testifies in opposition to HB 232, a bill seeking to eliminate in-state tuition eligibility for DACA recipients in Texas.

Bills process for the Texas Senate or House

The RHCA Legislative and Public Policy Committee actively reviews, evaluates, and takes action on key legislation impacting the Architecture, Engineering, and Construction (A/E/C) industries in Texas.

Through our Bill Tracker, you can view a live web document highlighting the current bills we are monitoring, giving you direct insight into where our legislative focus lies this session.

How a bill moves, and where RHCA weighs in

    A bill is filed. It is filed to the Texas House or Senate, numbered, read and referred to a committee.

    • Texas House: by the Speaker
    • Texas Senate: by the Lieutenant Governor

    The RHCA Legislative Consultant updates the RHCA Bill Tracker

  3. 3

    The RHCA Legislative Taskforce reviews the bills on the tracker. The Taskforce is a group of diverse RHCA constituents who review proposed legislation.

  4. 4

    Bills are scheduled for public hearing at committee

  5. 5

    The Taskforce takes a stance on each bill. Support, Not Support (Oppose) or Monitor.

  6. 6

    RHCA acts depending on the stance

Committee functions

  1. 1

    Formulates positions on business and community issues based on their local impact. These positions reflect a consensus within the architecture, engineering, and construction business community rather than a unanimous agreement among all members.

    Proposed policy statements can be submitted by any RHCA member, RHCA Committee, Board Director, or the RHCA CEO, with the preferred route being through an RHCA committee.

  3. 3

    The Legislative Committee reviews these submissions and makes recommendations to the RHCA CEO.

  4. 4

    The RHCA Executive Committee then considers these recommendations for inclusion on the RHCA Board’s meeting agenda.

  5. 5

    Facilitates sponsors and resources for Committee activities.

The second Friday of the month, 8:30 to 10:00 am CT.

Meetings are open to members in good standing; registration is required.
